You were right on your first assumtion. It is VP embedded in a BJ table. As for details, it is a $10 min table, with 5 places for the players to sit. Each place has two BJ playing spots and one VP machine. In theory, a couple could sit at one place and each play a seperate spot on the BJ table, or one on the machine and one on the table. Just like your mailer said.
The machine itself was a multigame machine. It had several games on it including many kinds of VP as well as video keno.
In theory, you could have 10 people playing VP with 5 VP machines in play. In that light, Cajun was right that it sucks the money in quicker. When I visited, there were 5 people playing BJ alone, so the table was full with no VP action. In that light, the casino was actually losing money in that a full table only had 5 players.
The way I see it, it's a good way to play BJ and not be crowded, which is a rare situation in NYNY.
FWIW, the table only paid 3/2 for a blackjack, and used a big shoe.
