I have heard various answers from credible sources. The first credible answer I ever heard was that the draw cards were dealt first and you actually see their backs as the up cards are dealt above them. The last credible answer I heard is the deck is in constant shuffle until you hit draw. And you can talk to casino executives, slot techs, and book writers on the subject and get every answer inbetween.
You will find people with very strong opinions on what they want to believe. It is my experience to believe that the draw is somehow determined before you push draw. It is not a scientific theory, it just makes the game flow better and one less thing to worry about.

That may be one less thing to worry about for you, JMT, but to think the draw cards are already there would make me occasionally kick myself. Say I was faced with holding 3 to a royal or 4 to a flush and I hold the 4. If that 5th card was predetermined and was part of royal I might say - should have held for the royal.
And maybe I am seeing things, but it does seem I have occasionally discarded a card, and seen that same card show up in the draw. Has anyone else seen that? Could only happen if the draw cards are from a shuffle of all possible cards not showing.

As JMT stated, there have been MANY discussions on this over the years. This frequently included statements backed up with, "a slot tech told me this", or "My brother-in-law who used to work with the sister of the secretary for the company who makes the machines said".
For a long time, I was convinced that when you hit the Deal button there were ten cards dealt, five up and five down and that when you drew, you got the card below the one you threw away. If I remember correctly, I subsequently read an article in Casino Player stating that five cards were dealt and any 'draw' cards were taken in order off the top of the deck.
I suppose it's possible that some game manufacturers do it one way and others do it the other. I've never heard if this is regulated by any State Gaming authorities.

For me, that's a moot point. It's one out of 47 and one out 46 on the second card, regardless when it was selected. Whatever works best for you is the route you should probably take.
I don't think that you have ever seen a discarded card drawn in Nevada. I think I can safely say that just doesn't happen here. For an international traveler/gambler/jet setter such as yourself, I wouldn't be surprised if you have seen it somewhere else.
i'm not a shoulda, coulda, woulda player and i doubt i would change my game if it was one way or another but i would be happier if the cards came off the top of the deck or what i would call a true deal.i have never seen a discard come back on the draw and feel confident that i never will.it is also my opinion that we do not get a true deal and was hoping to hear from charlies,aunt,brother-in-law who works for ? as an engineer and designed the machine.when i draw 4 to the royal or 3 ducs why do i always get the 3 of clubs<G>
