The Illinois Gaming Board voted unanimously on Friday to deny an owner's license to Horseshoe Gaming CEO Jack Binion, after staff investigators reported questionable business practices involving Binion in Nevada, Louisiana and the Joliet riverboat. The Board did not specify what objections they had, but the objections will be detailed in a written notice of denial that will be sent to Binion. Binion then has 5 days to request an administative hearing. The riverboat license technically expired on Friday, but it remains in effect unless the Board issues a final denial to Binion's expected appeal. Binion holds controlling interest in Horshoe Gaming, which purchased the Empress casinos in Joliet and Hammond, Indiana last year for $629 million. The approval of the sale 7 months ago was over the objections of the board's investigators, who said they wanted more time to investigate Binion's business dealings.
